This may be war - but the enemy is profoundly unsatisfactory. Osama bin Laden does not fit the bill. Those brief film clips reveal only a somewhat ethereal villain, now hidden in distant caves in a desolate landscape. He is as incomprehensible as he is inaccessible. Pure evil says the west, while for his followers he is the embodiment of purity.

Now is the time in the game of war when we dehumanize our enemies.They are utterly incomprehensible, their acts unimaginable, their motivations senseless. They are "madmen" and their states are "rogue." Now is not the time for more understanding – just better intelligence.

This is a dangerous moment in history. It would be foolish to allow differences about the best way to respond to a terrorist threat to degenerate into an ideological contest that can only make wise choices more difficult, and perhaps fragment popular support for the decisions our governments make.

When the bombing in Oklahoma occurred, pundits were quick to point the finger at "Muslim fanatics". Now the same rhetoric is coming from every other commentator - including heads of government. But in the murky world of terror and counter-terror, soundbites are crassly misleading, as they fail to address the complexities behind the apocalyptic scenes we have witnessed.

So far, the US-UK response is about what had been expected. What has been reported is attacks by cruise missiles and high-altitude bombers, accompanied by some food drops outside of Taliban-controlled areas (most of the country), such a transparent PR gesture that there is no attempt even to conceal it. The attacks appear to have been based entirely outside the Muslim world, presumably because of fear of protests. It is far too early, and we have much too little information, to say anything with confidence, but it is not unlikely that the mood is captured by story from Cairo in the Boston Globe with the headline "Protests, horror greet US assault," quoting an Egyptian waiter as saying "I give you food and I kill you? It makes me crazy to think about that."

Only history will relate, and even then haphazardly, what really happened at the heart of the US government yesterday as it faced its greatest crisis of all time. We may never know how President Bush actually responded away from the TV cameras to a day of disaster that will rank in American infamy close to Dallas and Pearl Harbour, a day that may for a long time render the Hollywood catastrophe movie redundant.
